I think what is happening is that the AI build-check is seeing sufficient equipment to build ONE division of the specified type, and then going ahead to plan to build several of the same division type before any depletion is registered. The AI seems to set up big queues of specific division types with insufficient equipment to build them. Why does it do so, and what are the problems?
